KAMPONG THOM, Jan. 26, 2026 — The Land Allocation for Social and Economic Development III (LASED III) Project on Monday distributed start-up settlement support materials to 200 landless and land-poor families who are preparing to settle in designated social land concession sites located in Koul Commune of Prasat Sambor District and Tumring Commune of Sandan District, Kampong Thom province.

The ceremony was held at Koul SLC site and presided over by Dr. Thol Dina, LASED III Project Director, representing H.E. So Khanrithykun, Secretary of State of the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and Chair of the LASED III Project Steering Committee, H.E Touch Sokha, Kampong Thom Deputy Governor, Director of Kampong Thom Department of Land Management, Urban Planning, Construction and Cadastral, representative from MAFF, and district governors.
Speaking at the event, Dr. Thol Dina conveyed greetings from H.E. Say Samal, Deputy Prime Minister and Minister of MLMUPC, and delivered appreciation from H.E. So Khanrithykun to the land recipients for their cooperation and active participation in the project’s implementation, which he said has contributed to the progress achieved so far.
The distribution of support materials is being carried out in phases, prioritizing families that are able to complement the provided materials with their own resources to construct their permanent houses. The assistance package includes construction materials such as concrete pillars, roofing zinc sheets, cement, bricks, sand, PVC pipes and metal bars. Additionally, each family also received rice, 1000-liter water container, solar lanterns, tents, water purifier, mat, blanket, and mosquito net.
The project planned to provide similar support to the remaining 613 land recipient families in the coming period as part of efforts to accelerate the settling-in and transform the sites into a planned “rural township.”


The two social land concession sites cover a combined area of 2,084 hectares. Of this, 92 hectares are allocated for residential use and 1,456 hectares for agricultural land. The residential area is divided into 767 plots, each measuring 30 meters by 40 meters, while the agricultural land comprises 728 plots of two hectares each. Of the total beneficiaries, 562 families received both residential and agricultural land, 155 families received residential plots only, and 96 families received agricultural land plots, according the project’s selection criteria.


Additional areas have been designated for administrative and public facilities, including schools, community markets, parking areas, sports facilities, child centers, clean water stations, green spaces, water reservoirs, ponds, drilled wells, spillways and internal road networks.
