Land of Hope: The Journey of Puthay and Da
Once struggling as low-income workers in Phnom Penh, Puthay and Da found new opportunity when they were granted land under LASED II. Starting with small-scale farming, they expanded into organic vegetable production, building a reliable income and a stable future. Today, their family enjoys improved living conditions and economic security, demonstrating how land access can empower families to transform their lives through hard work and resilience.

| PDO INDICATORS | Strong land tenure security and satisfaction performance. Infrastructure indicators below target but progressing. | Mostly Achieved |
| COMPONENT 1 β Selection & Development Planning of SLC and ICLT | Strong: TLR selection achieved. ICLT advancing. Women in leadership exceeded target. Remaining ICLTs for 2026. | Mostly Achieved |
| COMPONENT 2 β Community Infrastructure Development | Main bottleneck. Substantial pipeline underway. Acceleration of civil works is the critical 2026 priority. | Partially Achieved |
| COMPONENT 3 β Agriculture and Livelihood Development | Mixed but positive. High satisfaction (94%). ICT adoption exceeded target. Some outreach gaps remain. | Mostly Achieved |
| COMPONENT 4 β Project Management, Coordination & Monitoring and Evaluation | All indicators achieved. Timely reporting, active MIS, robust M&E systems supporting adaptive management. | Achieved |
Of 28 Intermediate Results Indicators, 13 are Achieved, 5 Mostly Achieved, and 9 Partially Achieved. Strong results in land governance, beneficiary satisfaction, and agricultural services demonstrate solid project impact.
The main risks to full achievement relate to infrastructure delivery (Component 2) and outstanding ICLT registrations. Focused implementation support, accelerated contract execution, and targeted outreach for women's groups in 2026 will be essential to ensure full attainment of project outcomes by project closing (December 31, 2026).
