Land of Hope: The Journey of Puthay and Da

Once struggling as low-income workers in Phnom Penh, Puthay and Da found new opportunity when they were granted land under LASED II. Starting with small-scale farming, they expanded into organic vegetable production, building a reliable income and a stable future. Today, their family enjoys improved living conditions and economic security, demonstrating how land access can empower families to transform their lives through hard work and resilience.

Component 1 Assessment

Strong overall performance. SLC TLR selection fully achieved (2,999 HHs, 99.9% of target) and ICLT registration substantially advanced (1,408 IP HHs, 7 ICLTs). Women’s participation in decision-making (43%) significantly exceeds the 35% end-target. ICLT household coverage (70%) and female ICLT beneficiaries remain partially achieved; remaining four ICLTs expected in 2026.

Component 2 Assessment β€” Critical Bottleneck

Road construction remains the principal implementation gap. 89.92 km (19% of 480 km end-target) completed to date across five sites. Where roads are completed, travel time reductions (an average of 87%) from residential areas to the main roads or commune centers are dramatic. Acceleration of civil works contracts and intensified supervision in 2026 is the single most critical priority for achieving the PDO.

ICT-based extension fully operational; adoption rate (64%) significantly exceeded 50% target. Beneficiary satisfaction (94%) and nutrition behavior change (97%) well above targets. ICT access rate (41%), female association membership (3,256 of 4,410), and women in NSA training (1,635 of 4,000) require targeted outreach in 2026.

The main risks to full achievement relate to infrastructure delivery (Component 2) and outstanding ICLT registrations. Focused implementation support, accelerated contract execution, and targeted outreach for women's groups in 2026 will be essential to ensure full attainment of project outcomes by project closing (December 31, 2026).
