State property shall be used in accordance with the type of state property to ensure public interest and public services. The procedures for the use of state property shall include:
o The possession and use of state property such as lease, concession, infrastructure or public management concession shall be subject to prior approval by the state property possession authority.
o Civil servants serving in public service shall be permitted to temporarily reside in houses or residential buildings that are state property and shall be withdrawn upon termination of their positions.
o The procedures and conditions for permitting the possession and use of state property shall be determined by a proclamation of the Minister of Economy and Finance.
o State property possession authorities shall be obliged to maintain, protect, conserve and develop state property in a better and sustainable manner.
o State property possession authorities shall prepare a budget plan for the maintenance, protection, improvement and repair of state property in a better way.
