The work carried out in this 7th mandate is a continuation of the legacy of the achievements of Cambodian statesmen, especially His Majesty Preah Bat Samdech Preah Borom Ratanakoth, who demanded national independence, continuing the period in which Samdech Akka Moha Sena Padei Techo Hun Sen struggled and sacrificed everything to liberate the nation and develop the country until achieving national unity and complete peace, and continued to the contemporary Cambodia, which is the modern era of continued progress under the leadership of Samdech Thip Dei Prime Minister of the Kingdom of Cambodia.

Based on the priorities of the Pentagon Strategy in the 4th Pentagon, the 4th Angle, the Ministry of Land Management, Urban Planning and Construction focuses on 15 policy priority directions for the 7th mandate of the Royal Government.

Priority 1: Policy preparation work to be more concrete and implemented towards results

Priority 2: Preparation of the legal framework by reviewing, improving, supplementing and updating legal documents to be more complete in accordance with the new context and to be realistic and consistent, especially the preparation of some important draft laws, including: (1). Land law to be completely reorganized (2). The Law on Land and Urban Planning is a new law that has never been before (3). The Law on Housing is a new law that has never been before

Priority 3: Building modern public institutions and administration that allow the daily work system to function effectively

Priority 4: Promoting modern public services and data management to provide fast, transparent, efficient, convenient and reliable services

Priority 5: Land registration work to continue to provide title deeds to the people quickly as a basis for economic resources and security of land tenure

Priority 6: Land planning in accordance with the direction of socio-economic development to be effective and sustainable, especially in accordance with economic corridors, based on conservation areas, heritage areas, agricultural areas, industrial areas, residential areas, public land for reservation, land for public parks, green areas, etc.

Priority 7: Urban development through the preparation of city and town development plans at the city, district, khan, commune, and sangkat levels throughout the capital and provinces, in accordance with the vision of a clean city, a smart city, and a livable city.

Priority 8: Contemporary Khmer architecture by promoting construction using Khmer style, modern “contemporary” Khmer style, and a movement to promote Khmer architectural style, as well as strengthening the quality and safety of construction.

Priority 9: Housing work by preparing suitable, livable housing and a good and harmonious environment through the preparation of house models for use as a basis, as well as preparing rural housing models, improving housing, old villages, and housing models for new locations.

Priority 10: Internal inspection and audit work to achieve the objectives of building a modern public administration, reorienting work to be more appropriate for public functions, increasing work efficiency, especially strengthening service quality, and increasing efficiency in resolving land disputes quickly and completely, in order to achieve quick registration.

Priority 11: Social land concession housing work through the development of sustainable social land, especially agricultural production, social protection systems, education and health services, and other social services that can support community development, especially the sustainability of livelihoods and family economies.

Priority 12: International cooperation framework in the spirit of serving the people.

Priority 13: Human resource development through further strengthening technical skills as well as leadership and management work to participate more actively in modern administrative work and strengthen institutional capacity.

Priority 14: Raising awareness in the field of land management, urban planning and construction to further raise Cambodia's prestige on the international stage, allowing national and international circles to have more confidence in Cambodia and provide more comprehensive information and knowledge to the public.

Priority 15: Political security and economic security affairs through strengthening cooperation with all development partners and partner countries in ASEAN to maintain a multilateral stance and balance in domestic and foreign politics, and strive to resolve issues that may affect political stability.
