His Excellency Deputy Prime Minister Say Samal, Minister of the Ministry of Land Management, Urban Planning and Construction, stated that the ministry will set up a national council to bring together several committees in one place, including land, urban planning and construction, economic land concessions, social land concessions and construction regulations, etc., to promote social land concession work, especially the implementation of the Land Allocation for Social Affairs and Economic Development Project, Phase 3, abbreviated as LASED III.

Speaking at a meeting with ministry leaders and provincial governors, His Excellency Say Samal said that the formation of this council is to implement the Land Allocation for Social Affairs and Economic Development Project, Phase 3 (LASED III) more effectively and in response to the recommendations of His Excellency President Hun Sen, Prime Minister of the Kingdom of Cambodia.

His Excellency Deputy Prime Minister said that the National Council is a bridge connecting specialized ministries to relevant institutions, partner organizations and provincial administrations, aiming to provide fast, transparent, efficient, convenient and reliable services to citizens. If relevant institutions in the provinces have any requests or proposals, they can submit them through the National Council to the Ministry for coordination.

The Ministry of Land Management, Urban Planning and Construction will enhance cooperation with partner organizations and relevant institutions in the successful implementation of the Land Allocation for Social and Economic Development Phase 3 (LASED III) project in the target provinces and cooperate more closely with JICA to help promote the implementation of several other projects in the provinces.

The LASED III project was established with the aim of providing land tenure security, social services, agriculture, and appropriate infrastructure to farmers and small communities in the project area to improve the livelihoods of citizens in a sustainable manner through the development and improvement of social and physical infrastructure systems and the promotion of subsistence agriculture.
