On the afternoon of January 24, 2024, in a meeting to review and discuss the request for promotion of civil servants, HE Deputy Prime Minister Say Sam Al, Minister of the Ministry of Land Management, Urban Planning and Construction, said that the meeting was held to put forward policy measures to enhance the capacity and train civil servants, which is a measure related to the policies of the 7th Royal Government and the priorities of Samdech Maha Bovorathi Hun Manet, Prime Minister of the Kingdom of Cambodia, on public service reform, which include: strengthening the capacity of officials, strengthening institutional capacity, and improving the incentive system for officials.

In this regard, HE Deputy Prime Minister stated that the Ministry of Land Management, Urban Planning and Construction must be strong based on human capital factors, that is, it must consider further training the capacity of civil servants working in the ministry and there must be a common consensus on recognizing all assignments, duties or promotion of ranks and ranks, and must strive to build and improve its capabilities in order to become leaders and officials who are responsible and truly respected.

His Excellency the Deputy Prime Minister takes a collective leadership stance to enhance the strength and unity of the Ministry of Land Management, Urban Planning and Construction. His Excellency believes that systematic work implementation will achieve better work results because all work requires mutual cooperation and consensus, and cannot be approved by itself.

With this, His Excellency the Deputy Prime Minister Say Samal requested a consensus on policy measures for the management of civil servants at the Ministry of Land Management, Urban Planning and Construction based on the report submitted to Samdech Maha Bovorathei Hun Manet and Samdech Techo Hun Sen, and obtained consensus, taking into account the seniority of contracted officials and assessing the work capacity of officials to be promoted in rank and grade, as an incentive for officials who strive to perform their duties under the ministry in serving the nation and the people.

It should be noted that the Ministry of Land Management, Urban Planning and Construction has put forward a common policy, namely building modern institutions and public administration of the ministry for the 7th term, in line with the core of the Pentagon strategy, namely strengthening and reforming institutions through building a public administration that is highly capable, strong, self-confident, intelligent, and clean to serve the interests of the people.
