(Phnom Penh): Land registration is a historic task in continuing Cambodia’s land reform, creating a dispute-free environment with the goal of managing and developing the land sector properly and more effectively. The Royal Government will end the attempt to carry out a land revolution in Cambodia by using all its forces nationwide to measure and issue land titles to citizens. His Excellency Say Samal spoke at a meeting of the Cadastral Commission and the National Land Dispute Resolution Authority on the afternoon of February 7, 2024 at the Ministry of Land Management, Urban Planning and Construction.

Over the past three months, the Ministry has continued to use all its forces nationwide and equipped additional equipment at provincial departments of Land Management, Urban Planning, Construction and Cadastre to complete land measurement tasks efficiently and on time. What the Royal Government is currently implementing is to complete land registration before 2029, which is the 40th anniversary of the issuance of land titles to citizens.

At the same time, the Ministry has prepared to install a data center to store data sent from various provinces and organize it into a server system in cooperation with the Ministry of Economy and Finance and the Ministry of Posts and Telecommunications. These data will be stored in four different locations to protect against loss and provide quality and reliable public services.

HE Say Samal said that land disputes have decreased significantly due to the development of the legal system, better public awareness, and the active participation of local authorities.

HE added that the measurement and issuance of land ownership certificates, which are the treasure of the people, has received much welcome and applause from the people. This has led to many political activists or activists participating in social media, and this is an important success for the Royal Government.

Samdech Techo Hun Sen, former Prime Minister and Samdech Thibhat Rei Prime Minister Hun Manet, urged to accelerate the land registration work to continue to provide ownership certificates to the people quickly, aiming to ensure the security of land tenure and create a dispute-free environment throughout the country.

So far, the ministry has already handed out approximately 5 million land ownership certificates to the people, and approximately 2 million certificates are still being distributed to the people every day. Across the country, approximately 5 million land parcels still need to be measured and registered.
