(Phnom Penh): The Ministry of Land Management, Urban Planning and Construction officially launched the Ministry’s digital public services on the afternoon of April 9, 2024 at the Ministry’s office, with the participation of ministry and private sector leaders, including Mr. Peh Kimsran, Director of Kess Innovation Plc, Mr. Rath Sophorn, President of the Cambodian Banking Association and CEO of Maybank Cambodia Plc, and Ms. Dith Nita, Chairman of the Board of Directors of the Cambodian Microfinance Association and Chairman of the Board of Directors of Kema Microfinance Institution, as well as other relevant parties.
His Excellency Say Samal expressed his gratitude and high appreciation to the leaders and officials at all levels of the Ministry of Land Management, Urban Planning and Construction, the Ministry of Economy and Finance, and the Ministry of Posts and Telecommunications, all banks and financial associations who provided full cooperation, coordination, support, both technical, equipment, and budget, to achieve the achievements that are the ministry’s current goals.
His Excellency said that the current satisfactory service achievements are the result of the Ministry’s internal solidarity and active participation in a spirit of brotherhood and closeness in a high sense of responsibility with all organizations, associations and stakeholders. This is opening a new page for the Ministry of Land Management, Urban Planning and Construction, which allows users to request public services through the digital system, which responds to the first phase of the Pentagon Strategy of the 7th mandate of the Royal Government, especially the building of a smart government based on the use of infrastructure and digital technology as an ecosystem, aiming to create a favorable environment for the development of the digital economy and society in a modern way.
Madam Seng Someta, Secretary of State of the Ministry of Land Management, Urban Planning and Construction, said that the ministry currently has a total of 496 public services, of which 198 are under the jurisdiction of the central administrative level of the ministry, 220 are public services delegated to the Department of Land Management, Urban Planning, Construction and Cadastre of the capital and provinces, and 78 are services provided by the single-entry offices of cities, districts and khans.
Public services in the fields of land management, urban planning, construction and cadastre have generated over $100 million per year in the last 5 years. In particular, in 2023, it generated over $146 million, of which property transfer tax revenue was approximately $100 million.
Improving the quality of public services in the fields of land management, urban planning and construction is a contribution to achieving the strategic goals of the Royal Government and increasing tax revenue for the state. Based on this overall framework, the Ministry has gradually implemented digital services by modernizing the QR Code cadastral information check service (including land parcel codes) and launching a trial in October 2023 on the Ministry’s website.
In December 2023, the Ministry launched a trial of 3 additional online construction business licensing services. As of March 2024, users can request a total of 12 public services on the Ministry’s website, on the Camdigikey App and the CamDX data exchange platform.
In the past, the ministry has built important digital systems: online public service requests, electronic administration of the ministry, building an electronic legal document library, electronic land registration, and setting up a “people center” database, which is a database that collects all types of data to provide services to Cambodian citizens nationwide and a database that allows ministries and institutions to input basic information in their fields to become a common national map for use in analysis and development planning.
