(Kampong Thom): In order to accelerate land registration work in accordance with the policy of “Complete land registration, satisfactory service and a dispute-free environment”, the Kampong Thom Provincial Administration, with the Provincial Department of Land Management, Urban Planning, Construction and Cadastre as the head, has launched a plan to complete land registration of 225,324 plots of land in 277 villages, 47 communes and 7 districts within 2 years (2024 -2025), by adding 149 human resources divided into 7 groups. This was stated by HE Nguon Ratanak, Governor of Kampong Thom Provincial Government, speaking at a meeting to promote land registration in Kampong Thom Province, chaired by HE Deputy Prime Minister Say Samal, Minister of the Ministry of Land Management, Urban Planning and Construction, on April 19, 2024.

HE added that so far, the land registration team has systematically registered 382 villages in 34 communes, of which 368,264 plots of land have been measured and 339,057 land ownership certificates have been issued. In line with the order of His Majesty King Bhumibol Adulyadej Hun Manet, Prime Minister of the Kingdom of Cambodia, the Kampong Thom Provincial Administration has urged the Provincial Department of Land Management, Urban Planning, Construction and Cadastre to cooperate with the municipal and district administrations in surveying land to issue certificates of occupancy, use and benefit rights to citizens on land sites that have been rezoned from Zone 3 to Zone 2 and old Zone 2 sites in 6 cities and districts with a total area of ​​120,695 hectares. As a result, 14,230 plots of land, equivalent to 70,179 hectares, equivalent to 7,331 households, equivalent to 58.15%, have been surveyed.

On that occasion, His Excellency Deputy Prime Minister Say Samal said that the Ministry of Land Management, Urban Planning and Construction, as well as the Department, have been consistently and fully implementing the Pentagon Strategy, Phase 1. His Excellency said that land management, urban planning and construction cannot be implemented alone. It requires the participation and cooperation of all relevant parties for the work to proceed smoothly and effectively. The major task to be implemented is to build internal unity and solidarity in the field of land management, which is an important and necessary task for preparing the way forward in the 7th mandate.

It is worth noting that the Royal Government of Cambodia, the 7th term of the National Assembly, has launched the Pentagon Strategy, Phase 1, which includes deepening land reform and urban planning with the creation of a three-point land policy, including systematic land registration, out-of-court settlement of land disputes, and providing land administration services to citizens with transparency and efficiency, aiming to improve the living standards of citizens.

Land registration work to continue to provide title deeds to the people quickly as a basis for economic resources and security of land tenure is the fifth priority of the 15-point policy priority directions that the Ministry of Land Management, Urban Planning and Construction has put forward, based on the priorities of the Pentagon Strategy in the 4th Pentagon, 4th Angle.
