In a meeting to discuss the preparation of a master plan for land use in the Tonle Sap region held at the Ministry of Land Management, Urban Planning and Construction on November 3, 2025, HE Deputy Prime Minister Say Samal, Minister of the Ministry of Land Management, Urban Planning and Construction, said that the meeting is to build consensus, decide together and clearly take responsibility for defining each area in the Tonle Sap region, prepare a master plan for land use in the region, and develop a plan for implementing the master plan. HE Deputy Prime Minister believes that through this meeting, we will have an important basis for us to move forward, which is to agree on a plan to build an economic hub in the Tonle Sap region to become an economic corridor for food security and food security for Cambodia in the future.

HE Deputy Prime Minister stated that what was agreed upon in the meeting is step 1, and in step 2, the working group will go to inspect the actual location and prepare a master plan for land use in the Tonle Sap region, and make a “white book” to set development goals in villages and communes in each province around the Tonle Sap region.

With this, HE Deputy Prime Minister Say Samal promised to continue discussions with relevant ministries and Tonle Sap authorities in the future to determine what constitutes a strategic economic hub by creating an economic revenue flow in the Tonle Sap region.
