(Phnom Penh): His Excellency Deputy Prime Minister Say Samal has considered public policy and law as a prerequisite for leading the ministry in the future.
Speaking at a meeting to discuss the process of drafting laws and policies of the ministry for implementation in accordance with the context in the Kingdom of Cambodia, organized by the Law and Policy Working Group of the Ministry of Land Management, Urban Planning and Construction at the ministry’s headquarters on the evening of May 22, 2025.
During the meeting, His Excellency the Deputy Prime Minister encouraged and urged the ministry’s leaders to be more active and participate actively in the ministry’s work, not only in carrying out their own roles and responsibilities, but also to participate as consultants in implementing other tasks for the benefit of the ministry, such as drafting laws and other legal documents, and to clearly understand the principles and policies of the ministry with the goal of jointly changing the mindset of the national society for the better.
His Excellency added that the meeting was held to discuss and monitor the process of drafting laws and policies of the Ministry to ensure that the Ministry of Land Management, Urban Planning and Construction is ready to prepare draft legal documents and technical standards for smooth operation in its field of expertise for future implementation.
It is worth noting that in the past 11 years, from 2014 to 2025, the Ministry of Land Management, Urban Planning and Construction has developed 235 legal documents, including 4 policies, 1 law, 4 royal decrees, 30 sub-decrees, 15 inter-ministerial proclamations, 140 decisions, 4 circulars, and 11 guidelines. In addition, there are 40 other legal documents that are still in the works to be done together.
