(Phnom Penh): In a meeting to discuss the definition of the form and context of granting construction permits by the Minister of Land Management, Urban Planning and Construction, held at the Ministry's office on the afternoon of May 28, 2025, HE Deputy Prime Minister Say Samal said that the meeting was held with the aim of gathering input to support the content of the draft on the form and context of granting construction permits by the Minister to be comprehensive and consistent with a sense of responsibility, solidarity and internal unity within the Ministry.
HE stated that the definition of the form and context of granting construction permits can only be done if we have internal consensus first, so that we can continue to consult with the Housing Developers Association and the Builders Association.
At the same time, HE wants all members of the meeting to become active participants in the process of defining the form and context of granting construction permits.
On that occasion, HE the Deputy Prime Minister also urged all institutions to participate in listening to the challenges and coming up with new ideas to prepare the procedures and regulations for issuing construction permits in a more accurate, better and comprehensive manner.
It should also be noted that under the new framework, all construction application letters, whether received online or in person or through the single-entry portal, the General Department of Administration and Finance shall be responsible for processing the documents by checking and verifying them and sending them to the General Department of Cadastre and Geography, the General Department of Land Management and the General Department of Housing for further review. The documents shall then be sent to the Single-Entry Office, which will then send the documents to the General Department of Construction to summarize the technical aspects and draft the construction permit. The documents shall then be sent back to the Single-Entry Office to request the principles from HE the Deputy Prime Minister and the expert working group. The Single-Entry Office shall hold a meeting, make a report and request a review and decision from HE the Deputy Prime Minister.
