(Phnom Penh): In accordance with the donation policy of the Royal Government of Cambodia, the Prek Leap National Institute of Agriculture and 51 families of the Prek Khwet community in Prek Leap Village, Prek Leap Sangkat, Chroy Changvar District, Phnom Penh received property ownership certificates on the afternoon of July 16, 2025.

His Excellency Dr. Thun Vathana, Second Vice President of the Senate of the Kingdom of Cambodia and former Director of the Prek Leap National Institute of Agriculture, congratulated the 51 families of the Prek Khwet community who received property ownership certificates from the Royal Government and thanked the authorities, as well as the Ministry of Land Management, Urban Planning and Construction and the Department of Land Management, Urban Planning, Construction and Cadastre of Phnom Penh, for their efforts in promoting the successful issuance of property ownership certificates to the Prek Leap National Institute of Agriculture and the residents of the Prek Khwet community.

His Excellency urged the Prek Leap National Institute of Agriculture and the people living around the institute to live as a community, respect each other, understand each other, participate in maintaining environmental hygiene, dispose of garbage properly for a clean and healthy life for all, and to further improve their living standards and capabilities to participate in the development of the country.

On that occasion, His Excellency Deputy Prime Minister Say Samal thanked the Department of Land Management, Urban Planning, Construction and Cadastre of Phnom Penh, and teachers and professors at the Prek Leap National Institute of Agriculture, citizens, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Economy and Finance, and territorial authorities for their efforts to promote and cooperate in completing the land registration campaign, leading to the residents of the Prek Khwet community receiving certificates of ownership of real estate.

The Ministry of Land Management, Urban Planning and Construction has set specific boundaries, registered and issued certificates of ownership of real estate to the Prek Leap National Institute of Agriculture and the residents of the Prek Khwet community. This is the remaining land that needs to be registered, land that is unclear between state institutions and citizens, and this is a valuable example that we will apply to other organizations that have problems.

With this, HE the Deputy Prime Minister gave instructions to citizens to change their mindset by turning their thoughts to the value of the land rather than thinking about the price of the land alone, meaning that they should think about using the land for farming or doing something useful to earn income for their daily family support, rather than selling the land.

HE the Deputy Prime Minister stated that all the missions that the Ministry of Land Management, Urban Planning and Construction has worked hard to do have shown that in the era of Samdech Maha Bavorathi Hun Manet, Cambodian contemporary times, we all have the legal ability to own our own property, as the residents of the 51 families in the Prek Khwet community have now.
