Speaking at the ceremony to distribute real estate ownership certificates and invalidation of land use rights certificates (chicken wings) or real estate rights certificates to citizens in Trom Village, La Minh Commune, Yasam Village, Sung Village, Chet Village, Kle Village, Yem Village and Smach Village, Sung Commune, Borkao District, Ratanakiri Province on the morning of July 21, 2025.

His Excellency Deputy Prime Minister Say Sam Al stated that the complete land measurement is an important task for Cambodia. The next step, the Ministry of Land Management, Urban Planning and Construction must take the real estate resources that citizens have received to transform the lives of citizens into better lives and use these resources to further benefit them.

His Excellency Deputy Prime Minister Say Samal congratulated the results achieved so far and highlighted that the complete land registration policy is a policy of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister, which was launched at the beginning of this 7th mandate for the Ministry of Land Management, Urban Planning and Construction to strive to implement this work in response to the Royal Government’s policy to complete land measurement across the country. Regarding the complete land measurement, His Excellency stated that this is a step in our long journey that began with land reform by Samdech Akka Moha Sena Padei Techo Hun Sen since 1985.

In this land survey, all forces were used, including existing forces, equipment and funds, and mutual assistance from all relevant parties was required. At the beginning of this 7th mandate, we had approximately 5 million plots of land to be registered, and so far, we have only 170,000 plots of land to be measured. Therefore, this land registration campaign will be completed soon. This is probably the first time in Cambodia’s history that we have registered a total of approximately 13 million plots of land across the country. This task requires national unity and harmony to successfully complete the land registration work.

His Excellency the Deputy Prime Minister observed that Ratanakkiri province has great potential in the agricultural sector, so His Excellency encouraged the provincial authorities and relevant experts to consider encouraging farmers to increase the cultivation of agricultural crops to meet market demand in order to increase the family economy and the national economy.

It is worth noting that Ratanakkiri province is one of the three provinces: Ratanakkiri province, Kampong Thom province, and Koh Kong province, which are currently completing the survey.
