With a total of nearly 9 million land parcels and 110,000 unsurveyed land parcels, we are at a point where we need to issue land ownership certificates and prepare a final land use master plan for the Kingdom of Cambodia. This is a turning point after 40 years since we first issued the first real estate ownership certificate in 1989. By 2029, we will celebrate the 40th anniversary of land registration for citizens.

Through the land dispute resolution mechanism, a total of 3,549 land dispute cases in 2023 were reviewed and resolved, leaving only 385 cases, and will continue to be resolved despite the threat of Thai military aggression against Cambodia along the border. The result of the final land registration is a source of pride for all of us, not just for the Ministry of Land Management, Urban Planning and Construction.

His Excellency Deputy Prime Minister Say Samal emphasized that resolving land disputes and completing land registration is a rule in creating a dispute-free environment using the strategy of cleaning, adjusting and revising, as well as other strategies. In particular, the master plan of land use will be submitted to provincial authorities, heads of departments of land management, urban planning, construction and cadastre of all provincial capitals, and local authorities of all communes to examine the possibility of organizing cities and towns well, with public spaces and proper order and order, aiming to improve the quality of life of citizens by transforming cities and towns in various provinces across the country into rural towns and peaceful villages, in response to the objectives of the Head of the Royal Government.

All members of the meeting highly appreciated the results of the work in the past 6 months of 2025 and committed to participating in promoting the registration of remaining state lands and completing the registration in the future.
