(Phnom Penh): The Minister of Land Management, Urban Planning and Construction said that the current meeting is to raise awareness among the leaders of the Ministry of Land Management, Urban Planning and Construction and experts about the issues surrounding urban planning that still remain, and should be carefully considered and find solutions to ensure order and avoid future congestion in order to ensure the physical and mental health of citizens in Phnom Penh.
Speaking at a meeting on the study of public order issues in Phnom Penh held at the Ministry's office on the afternoon of August 21, 2025.
His Excellency Deputy Prime Minister Say Samal said that the meeting is to raise awareness among the leaders of the Ministry of Land Management, Urban Planning and Construction and experts about the many remaining issues surrounding urban planning, and this is not an easy task. Therefore, everyone must always be prepared and pay attention to preparing strategies well to respond to the planning of Phnom Penh to be orderly and avoid traffic congestion in the future, including organizing the order of people living on canals, solving construction problems on sidewalks or roads that can cause congestion, preparing traffic roundabouts, installing additional traffic lights, and ensuring smooth traffic on the roads, ensuring the physical and mental health of road users and citizens in Phnom Penh.
His Excellency Deputy Prime Minister stated that studying the problem of order in Phnom Penh is an important issue in order to collect information related to order in the city and for the working group to clearly understand what is called organizing order in the city, and must focus on further understanding this issue and jointly solve it. The Deputy Prime Minister added that all of these tasks are aimed at planning the city in the future, so we need to identify key points to be addressed in the city planning policy.
Through this meeting, the Ministry of Land Management, Urban Planning and Construction tried to identify and assess the challenges in the towns in Phnom Penh, in which the working group examined some of the challenges:
1. Old and dilapidated buildings
2. Unorganized construction with settlements on dirty canals, on sidewalks, on railway tracks, along river banks and on co-owned buildings
3. Problems affecting aesthetics and safety: advertising billboards, fuel and gas stations and depots, power lines, cables and internet, unorganized businesses and mixed business areas, garbage problems and sewage problems and dirty canals
4. Road infrastructure: traffic light systems, traffic network systems, public spaces and car and bus parking lots
and 5. Flooding problems.
All projects received at this meeting, HE Say Sam Al will discuss with the Ministry of Economy and Finance for further implementation.
