(Phnom Penh): The leadership of the Ministry of Land Management, Urban Planning and Construction has stated that in this 7th term, the ministry is committed to completely ending the land registration battle, ending land disputes and creating a dispute-free environment throughout Cambodia.
Speaking at a seminar on “Achievements of the Implementation of Work on the Conflict-Free Environment Battle” held at the ministry’s headquarters on September 30, 2025.
His Excellency Deputy Prime Minister Say Samal thanked the ministry’s leadership, especially His Excellency Theng Chansangvar, who led the education and training work on skills or information related to the ministry’s sector. With this, His Excellency the Deputy Prime Minister praised the team, which did this work not only for the public, but also within the framework of the experts of the General Department as well as the departments.
His Excellency the Deputy Prime Minister considered this training as important to help us anticipate what we have seen so far to build a vision for the future. Therefore, this training is to increase the knowledge capacity of officials to clearly understand the specialized work of the ministry, so that the ministry can also successfully fulfill its mission according to the sacred wishes of the Cambodian people.
His Excellency the Deputy Prime Minister Say Samal said that there are a total of 14 million land plots to be registered across the country. As a strategy, this land registration has ended tens of thousands of land disputes. Along with the recent land registration, the Ministry of Land Management, Urban Planning and Construction has been implementing a number of other tasks to create a dispute-free environment for the national society, namely, resolving the remaining land disputes, resolving and harmonizing the conditions of land use in the Angkor World Heritage Site of Siem Reap Province, resolving and coordinating issues in the Tonle Sap region, providing satisfactory services to citizens through a digital system that is easy to use anytime and anywhere, resolving the remaining disputes of Borei, and helping to coordinate loan rates with banks for Borei customers, who are civil servants and the armed forces, to receive special conditions to obtain reasonable interest rates for buying houses.
After the land registration campaign, land dispute resolution, and satisfactory services, which are the implementation of the battlefield of creating a conflict-free environment, the Ministry of Land Management, Urban Planning and Construction has turned to continue work on other battlefields according to the ministry's unified work map, including: building and strengthening a modern, intelligent, and agile public administration, land management and urban planning work, housing affairs, concession policies for society and the economy, Khmer architecture in contemporary Cambodia, decentralization and decentralization reform work, and prosperous Cambodia (economic breath) in response to the first phase of the Royal Government's Pentagon Strategy and the aspirations of the Cambodian people, in line with the evolution of Cambodia's society and economy.
